“The European Union takes note of the publication of a decree, on April 13, 2023, allowing general mobilization, under conditions still to be defined. Without calling into question the need to give a strong impetus to the fight against terrorism, the European Union reiterates its messages so that the emphasis placed on the armed struggle does not come at the expense of human rights and international humanitarian law. The European Union encourages the transitional authorities to carry out thorough investigations into all allegations of human rights violations.
