EU-Rwanda-M23: considering measures

Brussels 06.02.2025 The EU considers measures to undertake in order to hold accountable those responsible “for sustaining armed conflict, instability, and insecurity” in the Democratic Republic of Congo (DRC). “Also to support a peaceful resolution of the conflict”, said the European External Action Service spokesperson, when addressing the issue of the escalating conflict in the DRC.

“Our positions have been attacked,” the spokesperson for the Congolese government, Patrick Muyaya said to journalists,  adding that the M23 has broken the ceasefire it had unilaterally declared on February 3, 2025.

The new clashes began in the early hours of the morning on Wednesday, Feburary 5 in the Kalehe territory, near Nyabibwe, in South Kivu province, a commercial hub and mines area producing coltan, and other metals, and minerals.

According to the Congolese government, Rwandan reinforcements are said to have crossed the border at Goma during the night to support this offensive against government FARDC positions.

Goma is the capital of North Kivu province, fell into rebel hands last week, is now witness the consolidation of the M23 rebels.

Nearly 3,000 people have been slain in the city of the eastern Democratic Republic of Congo, according to the United Nations, after it was captured by the M23 rebels following days of fierce fighting with the Congolese army. Vivian van de Perre, deputy head of the UN mission in DR Congo, said that “so far 2,000 bodies have been collected from the Goma streets in recent days, and 900 bodies remain in the morgues of the Goma hospitals.” “We expect this number to go up,” she told reporters in a video call from the city, which is home to about 2 million people. “There are still many decomposing bodies in certain areas.”
